Dualtech Joins Philippine Delegation to Strengthen Talent Cooperation with Taiwan

Dualtech Training Center participated in the Philippine delegation on talent cooperation in Taiwan, joining representatives from the Philippine Economic Zone Authority (PEZA), the University of the Philippines (UP), and other institutions in the Philippines. The delegation aimed to strengthen collaboration between the Philippines and Taiwan in developing technical talent to support the growing needs of the electronics and manufacturing industries—not only in the Philippines and Taiwan, but in other countries as well.The delegates met with Kinpo Group, a major Taiwanese electronics manufacturer with operations in the Philippines through companies such as Kinpo Electronics, AcBel Polytech, and Cal-Comp Electronics. Kinpo Group is also a member of the Taiwan Electrical and Electronic Manufacturers’ Association, a leading industry organization representing Taiwan’s electronics sector.Engr. Jerry Webb Muhi, President and Executive Director of Dualtech Training Center, presented the institution’s Dual Training System (DTS) model, highlighting its role in building a strategic talent pipeline for industry. He introduced Dualtech’s Electromechanics Technology program, which combines classroom-based learning with hands-on training in partner companies. This approach enables trainees to develop technical competencies while gaining real-world industry experience.

The team then visited Minghsin University of Science and Technology (MUST) in Xinfeng, near Hsinchu Science Park, one of Taiwan’s major centers for the semiconductor industry.The visit was organized by University of the Philippines Center for Professional Education and Development (UP CPED) and Edu-Connect for Life and for All, organizations promoting international learning partnerships. The visit explored global best practices in semiconductor training. Minghsin University is known for its strong industry-linked technical programs and advanced laboratories supporting Taiwan’s semiconductor sector.

The Dualtech team and other delegates toured specialized training facilities designed to prepare students for careers in semiconductor manufacturing. The group visited laboratories for semiconductor fabrication, chip packaging, cleanroom operations, and precision electronics training.The team also participated in the Philippine Investment Forum held at the Grand Hyatt Hotel in Taipei, Taiwan, organized by the Philippine Trade and Investment Center (PTIC). The forum brought together key stakeholders from both the Philippines and Taiwan to explore investment opportunities and strengthen economic collaboration between the two countries.Dualtech was invited as a speaker to present on “Building Your Strategic Talent Pipeline: The German Dual Training System (DTS) in the Philippines.”  The presentation highlighted how Taiwanese investors can address their workforce needs when expanding operations to the Philippines, as well as opportunities for deploying skilled technical professionals to Taiwan.Engr. Jerry Webb Muhi, discussed key topics including the global shortage of skilled manpower, emerging workforce trends, and Electromechanics Technology Program, among others. The forum also featured Philippine Economic Zone Authority (PEZA), Semiconductor and Electronics Industries in the Philippines Foundation, Inc. (SEIPI), Taiwan Electrical and Electronic Manufacturers’ Association (TEEMA), and Converge ICT Solutions Inc. The organizations shared insights on investment incentives, industry developments, and infrastructure support, further highlighting the Philippines as a competitive destination for global investors.

The series of engagements strengthened collaboration between Philippine and Taiwanese stakeholders and opened opportunities for future internships, training partnerships, and scholarship programs. Through these initiatives, Dualtech continues to support industry growth by developing highly skilled technicians and building international partnerships, preparing Filipino talent for opportunities in advanced manufacturing and high-tech industries.
