TESDA Zamboanga Peninsula partners with Dualtech Center for Integrating Values Education into Technical and Vocational Education and Training (TVET) in the region 

Recognizing the need for a workforce that is not only skilled but also grounded in strong ethical values, TESDA Zamboanga Peninsula and Dualtech Center have been working together to integrate values education into Technical Vocational Education and Training (TVET). This partnership was formalized through a Memorandum of Agreement (MOA) in 2024, reinforcing their commitment to developing professionals who uphold integrity, social responsibility, teamwork, and sustainability. This effort aims to strengthen values formation in TVET institutions across the region.

TESDA Region IX, led by Regional Director Tarhata S. Mapandi, CESO III, welcomed Dualtech Center in Pagadian City on March 24. As part of the courtesy visit, discussions were held about the seminar-workshop designed about Integrating Values Education into Technical and Vocational Education and Training (TVET). The session focused on the importance of ethical principles such as integrity, social responsibility, teamwork, and sustainability—qualities that are essential in any professional environment.The program was initiated in the region to address the industry’s growing need for employees who embody strong values in the workplace. In this visit, Dualtech Center was also featured on the Shine 9 TESDA Podcast, sharing about the dual training system and its impact on youth, communities, and nation-building. The discussion emphasized how hands-on industry training, combined with values formation, can transform lives and create a workforce that is not only skilled but also socially responsible.In the Regional Innovation Center in Zamboanga Sibugay, TESDA Zamboanga Peninsula and Dualtech Center hosted a seminar-workshop on integrating values education into technical vocational education and training (TVET) on March 25-26, 2025. Director Tarhata S. Mapandi, CESO III, welcomed participants from various areas, including Zamboanga City, Isabela City, Zamboanga del Sur, Zamboanga del Norte, and Zamboanga Sibugay. This initiative falls under TESDA’s 8-Point Agenda, which aims to enhance the Technical Vocational Education and Training (TVET) system in the Philippines. The program focuses on strengthening governance, improving quality assurance, and ensuring that education aligns with industry needs through strategic partnerships. It also addresses industry feedback on the integration of values into training.

Mr. Leonard Calma, Dualtech Center’s Manager for Linkages, provided an overview and introduced the speaker, Mr. Floyd Batongbakal. He also shared the history of Dualtech’s engagement with the region, beginning with their visit in 2023, the signing of a Memorandum of Agreement (MOA) in 2024, and the launch of the pilot batch in March 2025. Many participants were already familiar with Dualtech, having previously visited its campus for benchmarking activities on values formation and the Dual Training System (DTS).Mr. Batongbakal facilitated discussions across five key modules, covering values formation, effective teaching methods, practical strategies, organizational values, and action plan development. The program emphasized reflection, adaptability, and the importance of coaching and feedback to ensure effective application of the learning.The partnership between TESDA Zamboanga Peninsula and Dualtech Center continues to grow, driving positive change in TVET education in the region. By focusing on both skills and values formation, this collaboration is shaping a future workforce that is not only competent but also guided by integrity and social responsibility.
