TESDA Laguna and Dualtech Center gather Industry Partners in a DTS Forum

TESDA Laguna Provincial Office and Dualtech Center organized a Dual Training System forum event with the theme “Sa TESDA at Industriya, Ekonomiya ay Aarangkada”. The event was co-hosted by a Dualtech alumnus and TESDA Region IV-A Idol in 2018.

“We are gathered here today to celebrate the Dual Training System provided under proclamation No. 884 series of 1996 declaring October 21-28 as the national DTS week,” Dir. Cariza A. Dacuma said. “In terms of training provision specially sa ating mga kababayan sa nasa laylayan, katulad ng theme ng ating selebrasyon, inaasahan namin sa TESDA na aarangkada din ang pagyakap ng mga companies na narito sa Laguna sa ating DTS program para sa mas epektibo at episyenteng pagtuturo ng kasanayan [As we work to offering training provisions for the marginalized members of our society, we in TESDA hope the companies here in Laguna will be more open to the Dual Training system to enable a more effective and efficient workforce],” Ms. Dacuma added.

Dir. Toni June A. Tamayo, TESDA IV-A Regional Director sent a video message to industry partners. “I want to take this opportunity to thank all of you for working with us in alleviating poverty by strengthening technical education and skills development to enhance the productivity and employability of the Filipino workforce by equipping them with skills aligned with the industry requirements”. Dir. Tamayo cited. “I strongly believe that education is the key ingredient for economic success. An educated individual will increase productivity; hopefully we will become productive, progressive and proactive citizens of this country. To my TESDA Colleagues, Training Institutions, and Industry Partners, magtulungan tayong iangat ang ekonomiya at kumapit ng mahigpit sa pag arangkada ng ating bansa [let us work together to nurture the economy and hang on tight as our country drives onwards],” Dir. Tamayo added.

TESDA awarded the Dual Training System (DTS) accreditation certificates to four (4) industry partners of Dualtech Center. Among the partners that received the certificates were Solanda Enterprises Inc., one of the biggest distributors of small gasoline engines; Triton Industrial Plastic Mfg. Corp., a plastic injection molding company; Tech1 Corporation, a tech innovations company that distributes two-way radio communication products for enterprises and government agencies with its flagship brand, VERSA; and Maxtronix Inc. a provider of equipment in the semiconductor and electronics industry.

Dualtech Center presented a certificate of appreciation to Mr. Edilberto Limosinero, a Mechatronics Instructor of Jacobo Trade School, for serving as a technical expert in the 2-Year Electromechanics Technology course evaluations under the Dual Training System Program (2017-2022).

One of the speakers came from Department of Labor and Employment (DOLE) Laguna. Ms. Daisy G. Ramos, a Labor Inspection Specialist, who gave an “Employment Situationer” which highlighted the employment rate in 2020 to 2021 and the factors affecting the employability of the labor workforce in Laguna.

Mr. Arnolfo S. Morfe, Dualtech President, presented “40 Years of Dualtech” tracing the history of the dual training system in the country. “We’re happy that we are practicing the DTS. We have such examples like Bryan Palmado earlier and I see here, a soon-to-be Dr. Juvenal Orejas, who belongs to Dualtech’s first 18 batches and so many others here whose lives have changed for the better”. Mr. Morfe said.

Engr. Limuel Razo, Corporate VP of Unilab, showcased one best practice in the implementation of the dual training system program. Unilab formed its Pharma Academy which handles the partnership among different schools and training institutions. Considering that Unilab belongs to a highly regulated industry with fast moving goods, they need to ensure that all of Unilab’s products are safe, effective, and sanitized. “There’s no room for error, if we make a mistake, the company will lose millions.” Mr. Razo said. “Therefore our team is very busy making sure that all the workers are trained at every aspect of the job. Regardless of what they are focusing on, there is a specific training module that is to be followed.” Mr. Razo added.

Unilab promoted the Dual Training System through industry-responsive education and skills training programs. They have eight (8) manufacturing plants accredited by TESDA. To date, the Unilab group trains 80 trainees in Electromechanics Technology.

To cap the day’s event, BIR presented the guidelines in the availment of tax incentives, which is one of the benefits of the TESDA-accredited establishments in their participation in the manpower education of the Filipino skilled workers.
