Dualtech and TESDA Laguna Host Forum on Enterprise-Based Education and Training (EBET) Framework Act

Dualtech Center, in partnership with TESDA Laguna, hosted an Industry Forum on the Enterprise-Based Education and Training (EBET) Framework Act, or Republic Act No. 12063. The forum gathered industry partners to introduce the EBET law and discuss its key provisions, which aim to strengthen collaboration among schools, industries, and the government in preparing a more competent and work-ready Filipino workforce.Engr. Rodolfo Sta. Ana III, Director for External Relations of Dualtech Center, welcomed participants to the Excellence Center Canlubang (ECC) function room, highlighting its significance as a venue for training and upskilling in support of Dualtech’s mission to deliver technical education, values formation, and industry collaboration. He acknowledged the collaboration of the TESDA Central Office, TESDA Region IV-A, TESDA Laguna Provincial Office, and partner enterprises.Engr. Sta. Ana III shared that through Republic Act 12063, or the EBET Law, Dualtech is committed to further strengthening its collaboration with TESDA and enterprise partners. He noted that courtesy visits have already begun to TESDA offices across the country, starting with Laguna and Region IV-A, to promote the EBET framework and sustain the pioneering spirit of the Dual Training System.Dir. Archie Grande, Regional Director of TESDA Region IV-A, expressed his appreciation to Dualtech and TESDA Laguna for organizing the timely forum, which serves as a step toward strengthening collaboration among industries, schools, and government. Dir. Grande emphasized that while the Dual Training System (DTS) has long been a cornerstone of technical education, the EBET Law marks a transformative evolution—enhancing the existing system to meet the fast-changing demands of the modern workforce.Director Grande highlighted that the EBET Law offers more than a legal framework—it is an opportunity to redefine how the nation prepares its workforce. Through EBET, institutions can adopt more flexible and inclusive training approaches, integrate digital tools, and expand on-the-job immersion, while ensuring trainees meet industry-relevant competency standards. He urged industry partners, especially those in CALABARZON, to embrace this shift as a way to empower more young Filipinos and close the education-employment gap. Assuring TESDA IV-A’s full support, Dir. Grande pledged alignment of policies, program development, and compliance assistance to maximize the benefits of EBET.Dir. Zoraida Amper, PhD, Provincial Director of TESDA Laguna, delivered an overview of the Enterprise-Based Education and Training (EBET) Program and the introduction of the keynote speakers. Meanwhile, Dir. Floramel Joy C. Songsong, Executive Director of the Partnership and Linkages Office, introduced and elaborated on the key components and long-term vision of the EBET Program.To present the salient points of the EBET Program, Atty. Clefford Pascual introduced the Enterprise-Based Education and Training (EBET) Act, or Republic Act No. 12063, describing it as a landmark law that strengthens collaboration among industry, educational institutions, and the government to better prepare Filipinos for the world of work. The EBET Law aims to bridge the gap between education and employment by offering practical, industry-led training opportunities that align with the evolving demands of the labor market.Atty. Clefford also explained the three key programs under EBET: General EBET for students, Apprenticeship for developing higher-level skills, and Upskilling for current employees. Each program is designed to deliver hands-on training, cultivate job-ready competencies, and create better employment opportunities. He emphasized that EBET is more than just a training model—it represents a strong commitment to youth development, talent cultivation, and inclusive workforce readiness. Atty. Clefford also encouraged enterprises to register their programs with TESDA and actively participate in shaping the next generation of Filipino workers.Following Atty. Clefford’s presentation, an open forum was held where company representatives raised questions, which were addressed by TESDA officials.Engr. Jerry Webb E. Muhi, President and Executive Director of Dualtech Center, delivered the closing remarks. In his message, Engr. Muhi expressed gratitude to all participating companies, TESDA officials, and stakeholders who supported the forum and showed interest in the Enterprise-Based Education and Training (EBET) Program. He reaffirmed Dualtech’s commitment to advancing industry-aligned technical education and workforce development.Engr. Muhi also assured the partner companies that Dualtech will remain steadfast as the country transitions to the new EBET framework. He emphasized that this shift is not just a change in structure but an opportunity to build more responsive and inclusive training programs. He encouraged continued engagement from industry partners and shared that more initiatives will soon be launched by Dualtech to support company needs and the development of skilled professionals.This event will serve as a foundation for enterprise-based, industry-driven training programs that partner companies may undertake in partnership with Dualtech and TESDA.
